The Metacomet Emergency Communications Center (MECC) is a regional 911 district seeking an experienced public safety communications professional to join our team as a Shift Commander. This position offers the opportunity to lead daily operations, support fellow telecommunicators, and make a direct difference in the emergency services our communities receive.

Shift Commanders are MECC’s operational supervisors, working on the communications floor alongside the employees they lead. Reporting to the Operations Section Chief, you will oversee police, fire, and EMS call-taking and dispatch operations while remaining ready to perform all Public Safety Telecommunicator duties across each discipline.

We’re looking for someone who leads by example, communicates clearly, exercises sound judgment under pressure, and helps others succeed.

What You’ll Do

Supervise Public Safety Telecommunicators during assigned shifts, ensuring effective and coordinated call-taking and dispatch services.

Answer calls and perform police, fire, and EMS dispatch duties as needed.

Provide direction, coaching, and support to staff during routine operations and challenging incidents.

Monitor radio transmissions and telephone conversations for quality, accuracy, and compliance with established procedures.

Apply and enforce MECC policies and applicable police and fire department procedures consistently.

Investigate complaints and resolve operational problems and concerns.

Ensure the proper operation of communications equipment and maintain the security of the center.

Complete supervisory documentation, reporting, and other assigned duties.

Training and Qualification

Shift Commanders must meet and maintain all training and certification requirements established by MECC and applicable Massachusetts State 911 Department standards.

Must hold or obtain APCO Communications Center Supervisor (CCS) certification within a timeframe established by MECC following hire.

Must hold or obtain APCO Communications Training Officer (CTO) certification.

Demonstrate proficiency in the core competencies for public safety communications supervisors identified in MECC’s job description.

Complete additional training as required.

Hourly pay of $35.91–$38.10.

A consistent weekly schedule: five days on and two days off, with the same days off each week.

Who We’re Looking For

Candidates must have:

A Bachelor’s degree in Public Safety Communications or a related public safety field; or five years of experience as a public safety dispatcher; or an equivalent combination demonstrating the knowledge, skills, and ability to perform the position’s duties.

The ability to work independently, take appropriate initiative, and make sound decisions.

Strong verbal and written communication skills for supervision, training, and reporting.

A collaborative approach to leadership, with the ability to provide clear direction, address concerns professionally, and hold staff accountable.

The ability to perform all Public Safety Telecommunicator duties across police, fire, and EMS disciplines.

Schedule and Work Expectations

MECC operates 24 hours a day, 365 days a year. Shift Commanders work a five-days-on, two-days-off schedule with consistent weekly days off. Availability for nights, weekends, and holidays is required, and overtime may be necessary to meet operational needs.

Shift Commanders must be prepared to manage competing priorities, support staff through stressful situations, and remain actively involved in call-taking and dispatch operations.

Description

The Metacomet Emergency Communications Center (MECC) is currently seeking qualified applicants for the position of full-time Public Safety Telecommunicator II (PST II). MECC is a regional emergency communications center located in Norfolk, Massachusetts, providing emergency communications services for six member communities.

Our Public Safety Telecommunicators are trained to receive 911 emergency and non-emergency business calls and dispatch the appropriate police, fire, and EMS resources. This position requires the ability to receive and process multiple requests for information simultaneously while maintaining accuracy in a fast-paced environment. Telecommunicators are also responsible for monitoring multiple public safety radio channels and alarm monitoring systems.

MECC utilizes a progressive career development model that provides employees with opportunities to expand their knowledge, skills, and operational responsibilities through increasing levels of qualification.

This position is hired as a PST II. Employees hired into this position are expected to successfully complete all required training and become qualified in two (2) of MECC's three (3) operational disciplines: 911 Phone Operator, Police Radio Operations, and Fire Radio Operations. Assignment to disciplines and training progression will be determined by MECC based on operational needs. At minimum, achieving and maintaining PST II qualification is a condition of continued employment.

Working under the direct supervision of a Shift Commander, Public Safety Telecommunicators receive emergency and non-emergency calls requesting police, fire, EMS, and other emergency services for participating communities. They determine the nature and location of emergencies, establish response priorities, dispatch the appropriate resources in accordance with established policies and procedures, maintain communications with field personnel, and accurately document all calls for service.

Essential Functions

Be Proficient in Computer Aided Dispatch (CAD) and its integrated systems, including but not limited to; GIS mapping, Fire Station Alerting and CJIS/NCIC.
Receive emergency 911 and non-emergency business calls while courteously, professionally and efficiently obtaining all relevant information.
Obtain and verify critical information such as location, nature of the emergency, and caller details to determine the appropriate response.
Provide Emergency Medical Dispatch (EMD) pre-arrival instructions, including CPR, choking, childbirth, and bleeding control until responders arrive.
Dispatch and communicate with police, fire, and EMS personnel in accordance with MECC policies, procedures, and operational objectives.
Continuously re-evaluate incidents, determine the appropriate level of response, and direct information to the appropriate responders.
Maintain familiarity with the geography of the communities served.
Follow MECC’s Chain-of-Command; read, acknowledge and follow MECC Policies and Procedures; carry out oral and written direction.
Operate and monitor various complex public safety systems including, but not limited to; radios, telephones, alarm panels, surveillance systems, and e-mail.
Maintain a calm, courteous, and professional demeanor during high-stress and emotionally charged situations.
Maintain detailed, accurate, and timely records of all calls, unit statuses, and dispatch activities using CAD and other systems.
Establish and maintain effective working relationships with coworkers, partner agencies, and mutual aid agencies.
Work in a 24-hour, 7-day-per-week environment, including nights, weekends, holidays, and mandatory overtime as required.
Staff a dispatch console for extended periods while maintaining constant situational awareness.
Testify in court as a material witness relative to work product and related activities when required.
Perform other related duties as assigned.

Employment Qualifications

High school diploma or GED.
Preferred certifications include EMD, CPR, Next Generation 911, APCO Public Safety Telecommunicator I (PST I), and CJIS. Candidates not currently certified must successfully obtain all required certifications within two (2) months of hire.
Must successfully complete all required training and achieve PST II qualification by becoming certified in two (2) of the MECC's operational disciplines (911 Phone Operator, Police Radio Operations, and Fire Radio Operations) within the timeframe established by MECC. Maintaining PST II qualification is a condition of continued employment.
Successfully pass State, FBI, and MECC background investigations.

Pay during training: $27.45/hour, increasing to $28.84/hour upon successful completion of training.
